South Sudan will begin constructing its national fiber optic network in December 2025, with the project officially launching in early 2026 . The cable will span approximately 2,400 kilometres, connecting the landlocked nation to the Indian Ocean via Kenya, providing a direct link to international fiber networks . This initiative is part of South Sudan's broader Vision 2040 strategy to enhance digital infrastructure, foster economic growth, and integrate the country into regional and global communications networks .
The fiber optic project aims to:
The Ministry of Information, Communication Technology, and Postal Services (MoICT&PS) is leading the project under Minister Michael Makuei Lueth, with technical teams being recruited to conduct feasibility studies and environmental assessments before construction begins . The project is supported financially and technically by the World Bank, ensuring international standards and regional integration .
By connecting to Kenya and the Indian Ocean, South Sudan will gain direct access to international fiber networks, enhancing regional cooperation and digital trade opportunities . The government is also encouraging foreign investment, particularly in energy and power sectors, to support the digital infrastructure and broader economic development .
Alongside the fiber optic rollout, the Ministry plans to renovate the old Radio Juba premises to serve as its new headquarters, improving operational efficiency and accommodating the expanding digital infrastructure agenda. The renovation is estimated to cost $4 million USD .
The South Sudan fiber optic cable project represents a major milestone in the country's digital transformation, promising faster, more reliable internet, reduced costs, and enhanced connectivity for citizens, businesses, and government services. Once completed, it will position South Sudan among the digitally connected nations of East Africa, supporting innovation, e-governance, and regional integration .
